While this is a WIP, it is close enough to finished for me to actually post this sucker up. All values listed below are guidelines and may be modified in the future.
In ZURPG, enemies in each of the 5 categories are divided up into four tiers based on their strength in comparison to players. This thread outlines them and how strong they are generally expected to be, to serve as a guide for DMs who want to modify and/or create new enemies for their quests.

Tier 1: Common enemiesShould outnumber the players unless higher-tier enemies are present in an encounter.
Tier 2: Stronger enemiesShould match the players in number unless higher tier enemies are present in an encounter.
Are often humanoid or sentient.
Tier 3: Sub-boss enemiesPlayers should outnumber these enemies in an encounter.
Are usually large or otherwise rare (eg. Golden) enemies.
Tier 4: Boss enemiesThey are expected to stand up to a large party and result in a close match should the players win.

- The most numerous tier, both in number of enemies you encounter and in enemy diversity.
- Individually weaker than players.
- They generally have the following:
- One blessing
- 5 Passive Skill Points
- 60 Stat Points
- Total of 2 Innate Skills.
- If they have Equipment, no more than 2 pieces of Handheld equipment and 1 Armor or Robe
- If they have Weapons, the enemy should have fewer unique Active Skills
- In the case of Armor and Robes, one of the Innate Skills should be weaker.
Tier 2: Stronger enemies
- Not as common as Tier 1 enemies.
- Should be roughly the same strength as players (sans Artifacts)
- They generally have the following:
- Two blessings
- 10 Passive Skill Points
- 60 Stat Points
- Total of 2 Innate Skills.
- If they have Equipment, no more than 3 pieces of Handheld equipment, 1 Armor, 1 Robe and 1 Consumable
- If they have Weapons, the enemy should have fewer unique Active Skills
- In the case of Armor and Robes, one or two of the Innate Skills should be weaker.
Tier 3: Sub-boss enemies
- Rare enemies, rarely encountered outside of midboss scenarios.
- Are stronger than players (not factoring in Artifacts).
- They generally have the following:
- Three blessings
- 10 Passive Skill Points
- 70 Stat Points
- Total of 3 Innate Skills.
- If they have Equipment, no more than 4 pieces of Handheld equipment, 1 Armor, 2 Robes and 2 Consumables
- If they have Weapons, the enemy should have fewer unique Active Skills
- In the case of Armor and Robes, one or two of the Innate Skills should be weaker.
Tier 4: Boss enemies
- The strongest enemies in the game, usually serving as Quest Bosses.
- They generally have the following:
- Three blessings
- 10 Passive Skill Points
- 70 Stat Points + A large amount of Hearts (eg. +50 Hearts)
- Double Turn or a similar Innate Skill.
- Total of 4 powerful Innate Skills (including Double Turn or similar Innate Skill).
- If they have Equipment, no more than 6 pieces of Handheld equipment, 2 Armors, 2 Robes and 4 Consumables
- In the case of Armor and Robes, one or two of the Innate Skills should be weaker.
